N. 1, of the 25th of tetr last, enclosing a form of Sailing Letter which you propose to issue to Vessels owned by British Subjects, but not entitled to the privileges of British thips duly reguitered and navigated ; and I have to acquaint you that when a question respecting Letters of this descripta ismed by 4: Mx (onals in the Pacific, was some years ago under consideration, it was thought expedient not to invest in such Letters an express permission for the Vessels to which they might be grantedt, to use the British Hag.
